This study evaluates the impact of lowering eligibility requirements in the
Los Angeles PASC-SEIU medical plan on worker enrollment, retention, and worker
satisfaction with benefits. It also explores factors that may inhibit worker
enrollment in the benefits program.
Impacts of Medical Benefits on Service Use and Satisfaction: A Survey of IHSS
Homecare Workers in Los Angeles, 2005
This report analyzes results of a May 2005 survey of Los Angeles homecare
providers, both enrolled and eligible but not enrolled in PASC’s medical
plan. Report analyzes factors determining enrollment and non-enrollment
for eligible workers, how medical benefits impact workers’ use of medical
services, and how satisfaction with medical care compares among Plan
enrollees, eligible workers who obtain healthcare through other means, and
those who are eligible but who have chosen to remain uninsured.
The Impact of Health Benefits on Retention of Homecare Workers: A Two-Year
Study of the IHSS Health Benefits Program in Los Angeles County, 2004
An expanded, two-year analysis of the impact of the LA PASC health benefits
program on worker retention and stability. The longitudinal study reveals health
benefits’ positive impact on workforce retention and stability across
all demographic groups studied.
Impact of Health Benefits on Retention of Homecare Workers: Preliminary Analysis
of the IHSS Health Benefits Program in Los Angeles County, 2003
A preliminary analysis revealing that 1) L.A. homecare workers who enroll in
the PASC’s health benefits program are far more likely to remain in the
workforce in month 12 than workers who do not enroll and 2) health plan
enrollees who leave the workforce during the 12-month period are much more
likely to return to the workforce within those 12 months than are
non-enrollees.

The State of IHSS Health Benefits in California: A Survey of Counties,
2005
An analysis of cross-county survey data determining the extent, methods and
costs of providing health benefits coverage to California’s In-Home
Supportive Services (IHSS) workers. This survey report describes the features
and funding of innovative health benefits programs, the characteristics of
the workforce affected by these programs, and the impacts of benefit programs
on the State, county, workers and consumers they serve.
Model IHSS Health Benefits Programs: Four County Case Studies, 2005
Presents Case Studies of successful health benefits programs for IHSS workers
in four California counties: San Francisco, Los Angeles, Sacramento and San
Bernardino. Each Case Study contains background information about state policy
innovations affecting the county, development and implementation of each
county’s benefit program, presents operational data on enrollments
and costs, and discusses implementation challenges and lessons learned.

Long Term Care Services & Costs
An Analysis of Medicaid and IHSS Services for the Long Term Care Medicaid
Population in San Francisco, 2003
An analysis of Medicaid LTC service utilization and costs for the City and
County of San Francisco, contracted by the San Francisco Department of Aging
and Adult Services (DAAS), with support from the Department of Public Health.
This study develops a comprehensive estimate of the average Medicaid expenditures
for the LTC population, shows that IHSS is the most widely used Medicaid-covered
long term care service, and reveals the significantly higher cost of institutional
care as compared to home and community-based care.
